The GCPP network includes some of the leading practitioners of development economics. Our approach to finding solutions to development challenges consists of the following principles:

• We believe in country-specific and context specific policy prescriptions. We do not believe in a formulaic approach to policymaking in which ‘any reform goes.’ Instead we believe in identifying binding constraints to growth in a particular context, recognizing country-specific characteristics and undertaking extensive economic analysis with greater realism than a formulaic approach would call for.
• We believe in the paramount importance of implementation. We do not believe in the separation of policy prescription from implementation challenges. Rather, we believe that a policy that can not be implemented is of little use. Hence, we focus on implementation mechanisms and institutions required for effective implementation of public policies.
• We believe in the power of measurement.  We believe that “What Gets Measured Gets Done.” As pointed by the authors of the book Reinventing Government, if you do not measure results, you can not tell success from failure. And if you can not see success, you can not reward it. As a result, if you can not reward success, you are probably rewarding failure.
• We believe in the power of training and transfer of know-how for achieving results on the ground. We believe that sustainable solutions often require capacity building. Experience has shown that policies and programs are only as effective as the institutional capacity to implement them. Thus, we believe in the value of training and knowledge sharing to strengthen our partners in various countries.
